CHAPTER 196
(House Bill 228)

AN ACT to add a new Section 18 to Article 1 of the Annotated Code
of Maryland (1957 Edition), title "Rules of Interpretation", to
follow immediately after Section 17 thereof, providing for the
meaning and purpose of the captions or headlines on the several
sections and sub-sections of this Code and relating generally to
the effect of all such captions or headlines.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 18 be and it is hereby added to Article 1 of the
Annotated Code of Maryland (1957 Edition), title "Rules of Interpre-
tation", to follow immediately after Section 17 thereof, to read as
follows:

18. The captions or headlines of the several sections of this Code
which are printed in bold type, and the captions or headlines of the
several sub-sections of this Code which are printed in italics or other-
wise, are intended as mere catch-words to indicate the contents of the
sections and sub-sections. They are not to be deemed or taken as
titles of the sections and sub-sections, or as any part thereof; and,
unless expressly so provided, they shall not be so deemed or taken
when any of such sections and sub-sections, including the captions or
headlines, are amended or re-enacted.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 266)

AN ACT to add new Section 203A to the Code of Public Local Laws
of Washington County (1957 Edition, being Article 22 of the
Code of Public Local Laws of Maryland), title "Washington
County", sub-title "County Commissioners", following immediately
after Section 203 thereof, authorizing the Board of County Com-
missioners of Washington County to appoint and provide for a
Recreation and Park Board, making provision generally for the
members, tenure, powers and operation of the Board, authorizing
the County Commissioners of Washington County to exercise cer-
tain powers relating to recreation and park areas and relating
generally to the acquisition, operation and disposal of certain
recreation and park PARKS areas in Washington County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 203A be and it is hereby added to the Code of
Public Local Laws of Washington County (1957 Edition, being
Article 22 of the Code of Public Local Laws of Maryland), title
"Washington County", sub-title "County Commissioners", following
immediately after Section 203 thereof, to read as follows:
