J. MILLARD TAWES, GOVERNOR                          1763

Cecil County (1953 Edition, being Article 8 of the Code of Public
Local Laws of Maryland), title "Cecil County", sub-title "County
Commissioners", and to enact a new Section 105 in lieu thereof,
to stand in the place of the section so repealed; and to repeal and
re-enact, with amendments, Section 107 of said Code, as last
amended by Chapter 708 of the Acts of 1959, reconstituting the
County Commissioner Districts in Cecil County, providing gen-
erally for the manner in which County Commissioners shall be
elected and in which vacancies in such offices shall be filled, in-
creasing the annual salary of the County Commissioners and pro-
viding for a travel allowance, relating to the duties of the members
of the Board of County Commissioners of Cecil County, providing
for the organization and functioning of this Board, and relating
generally to the Board of County Commissioners of Cecil County.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I am returning to you House Bill No. 568 which has been
vetoed by me.

This particular Bill is a Cecil County local Bill designed to increase
the number of County Commissioners in that County from three to
five and to create County Commissioner districts from which each
Commissioner would have to be elected.

I have recently been advised by the sponsor of this Bill, Delegate
William F. Burkley, that, in his opinion, the Bill, as passed, does not
meet with the purpose for which it was introduced, and that he desires
the Bill to be vetoed.

As a result of the request of the sponsor, I am vetoing this Bill and
am forwarding it to you, along with my veto message.

House Bill No. 585—Trial Magistrates in Somerset County

AN ACT to repeal and re-enact, with amendments, Section 6(b) of
Article 52 of the Annotated Code of Maryland (I960 Supplement),
title "Justices of the Peace", sub-title "Civil Jurisdiction", and to
add new Section 6(o) thereto, to follow immediately after Section
6(n) thereof, to increase the civil jurisdiction of trial magistrates
in Somerset County.
