Bill does not provide the machinery and procedure for such appoint-
ments.

I have been advised by the Attorney General's office that, although
the Bill meets the necessary legal requirements, as to form, it should
be vetoed since it is impossible to comply with its language.

House Bill No. 457—Outside Mirrors on Motor Vehicles

AN ACT to add new Section 295A to Article 66½ of the Annotated
Code of Maryland (1957 Edition), title "Motor Vehicles", sub-
title "Operation of Vehicles Upon Highways", to follow imme-
diately after Section 295 thereof, to require new motor vehicles in
this State to be equipped with an outside mirror.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitu-
tion, I am returning to you House Bill No. 457 which has been vetoed

by me.

This Bill would require every vehicle registered and sold in this
State as a new vehicle after June 1, 1961, to be equipped with an
outside mirror on the operator's side of the vehicle.

Although I am in sympathy with the intended purpose of the Bill,
as a traffic safety measure, the requirement contained therein has far-
reaching ramifications which, in my opinion, require further study
before such a requirement should be enacted into law.

Accordingly, I feel compelled to veto this Bill, with the recommen-
dation, however, that the matter be referred to the Legislative Council
for study and consideration.
