with representatives of commercial bankers, finance companies, and
consumer groups which engage in commercial financing.
It is equally clear that the studies of these appointees must be
accompanied by research work performed by competent legal per-
sonnel. To that end it also is recommended that provision should be
made for the employment of legal research assistants and that further
provision be made for expenses incurred in conducting meetings of
the study group and in the necessary printing and circulation of
reports.
It is estimated that at best this project will take at least two years
and that very likely no recommendations could be made to the Gen-
eral Assembly prior to the 1963 Session.
The concept and scope of this proposed study of the Uniform Com-
mercial Code are perhaps greater than that of any previous legal
study made in the State of Maryland. For the continued progress
and welfare of the entire business community and of all the people
in the State, however, the General Assembly feels that such a study
should be made and vigorously conducted; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of the State be requested to appoint a study group of perhaps fifteen
or twenty leaders in the business and commercial life of the State,
including attorneys, commercial bankers, representatives of finance
companies and representatives of consumer groups and including also
a competent legal and research staff, who will investigate the wisdom
and feasibility of the adoption of the Uniform Commercial Code by
the State of Maryland and to point out also what changes, if any, the
adoption of this Code would make in present laws and practices in
the State of Maryland; and be it further
Resolved, That the Governor be requested to make provision for the
expenses of this study either by including an item in the Supple-
mental Budget or by allotting monies from the General Emergency
Fund; and be it further
Resolved, That the study commission and the research staff when
appointed and assembled be requested promptly to organize and to
conduct an intensive, complete and far-reaching study of the Uniform
Commercial Code with particular regard to its possible adoption by
the General Assembly.
