fifty years of organized and effective community life. They have a
fine heritage and have made a quiet impressive record for their town
and county. The town has grown and prospered and contributed
to the welfare of the county, state and nation in the finest tradition
of Maryland.
It is an honor for the General Assembly of Maryland thus to
signalize an important milestone in the history of the Town of Rising
Sun; now, therefore, be it
Resolved by the General Assembly of Maryland, That the hearty
and sincere congratulations of this body be extended to the Town of
Rising Sun, and to all its officials and residents upon the occasion of
its centennial celebration; and be it further
Resolved, That the Secretary of State of Maryland be instructed to
send a copy of this Resolution, under the Great Seal of the State of
Maryland, to Mayor Ralph M. Reed, of Rising Sun, with the request
that Mayor Reed accept and keep the Resolution on behalf of the
residents of the town, and that the Resolution be filed in the town
archives; and be it further
Resolved, That the Secretary of State of Maryland also be in-
structed to send copies of this resolution under the Great Seal of the
State of Maryland, to the following members of the executive com-
mittee in charge of the centennial celebration for Rising Sun:
Honorable Samuel H. Johnson, President; Mrs. Marion Rawlings,
Vice-President and Headquarters Chairman; and Mr. Daniel Fraser,
Treasurer.

(Senate Joint Resolution 10)
Senate Joint Resolution requesting the Governor of Maryland to refer
to the State Roads Commission the report of the so-called Bailey
Commission with a directive that the Commission conduct a study
to determine local highway needs, the cost thereof, and the means
of providing for these costs, AND REQUESTING THE CHAIR-
MAN OF THE LEGISLATIVE COUNCIL TO APPOINT A COM-
MITTEE TO COLLABORATE WITH THE STATE ROADS
COMMISSION FOR SUCH STUDY AND REPORT THEREON
TO THE LEGISLATIVE COUNCIL AND MEMBERS OF THE
GENERAL ASSEMBLY.
In the report of the Legislative Council's Committee on Taxation
and Fiscal Matters which was made in 1960, and directed to the
General Assembly of 1961, there is a discussion on page 21 of the
distribution of highway revenues.
