said State; provided further that if any such bonds shall be sold the
provisions of Article 31, Sections 10 and 11, of the Annotated Code
of Maryland (1957 Edition, as amended from time to time), shall be
complied with.
Sec. 2. And be it further enacted, That the proceeds from the sale
of such bonds shall be placed in a special fund by the County Treas-
urer and shall be paid out by him only on warrants from the County
Commissioners of St. Mary's County for such expenditures as it
shall deem to be proper, in the sole discretion of said Board, for
construction and reconstruction of county roads in St. Mary's County.
Sec. 3. And be it further enacted, That the purpose of paying the
interest on said bonds and for redeeming said bonds as they mature,
the County Commissioners of St. Mary's County shall annually levy
an ad valorem tax upon all assessable property liable to taxation
within the county, as may be necessary to pay the annual interest on
said bonds and to redeem said bonds as they become due until all
of said bonds shall have matured and been redeemed. The taxes so
levied shall be collected in the same manner as other taxes are levied
and collected in said county.
SEC. 4. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JUNE 1, 1961.

AN ACT to repeal and re-enact, with amendments, Section 7-39 of
the Baltimore County Code (1958 Edition, being Article 3 of the
Code of Public Local Laws of Maryland), title "Baltimore County",
sub-title "Courts, Fines, Forfeitures and Imprisonment", relating
to the salaries of the chief judge and associate judges of the
People's Court of Baltimore County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 7-39 of the Baltimore County Code (1958 Edition, being
Article 3 of the Code of Public Local Laws of Maryland), title "Balti-
more County", sub-title "Courts, Fines, Forfeitures and Imprison-
ment", be and it is hereby repealed and re-enacted, with amendments,
to read as follows:
7-39.
The salary of the chief judge of the people's court shall be [sixty]
Sec. 4. And be it further enacted, That this section is hereby de-
clared to be an emergency measure and necessary for the immediate
by a yea and nay vote supported by three fifths of the members elected
to each of the two houses of the General Assembly, the same shall take
effect from the date of its passage.
