Date Taxes are Levied", to follow immediately after subsection 31
(e) thereof, relating generally to the re-assessment as of the semi-
annual dates of finality of real property damaged, destroyed, razed
or removed, and to the refund of taxes paid on such property.
Section 1. Be it exacted by the General Assembly of Maryland,
That a new section 31 (f) be and is hereby added to Article 81 of the
Annotated Code of Maryland (1959 Edition and 1960 Supplement),
title, "Revenue and Taxes", subtitle, 'Tor What Period and as to What
Date Taxes Are Levied", to follow immediately after subsection 31
(e) thereof and to read as follows:
31 (f)
Any real property partially or totally damaged or destroyed by fire
or other causes, or improvements razed or removed therefrom, shall
be re-assessed as of the semi-annual dates of finality for ordinary
State and county taxes. State and county ordinary taxes for the cur-
rent year previously assessed and levied shall be adjusted as of the
semi-annual date of finality and any excess of such taxes paid, based
on the re-assessment, shall be refunded to the owner, in the manner
provided in Sections 213 and 214 of this Article.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 518)
AN ACT to add a new Article to the Charter of The City of Hagers-
town, as said Charter was enacted by Chapter 117 of the Laws
of Maryland of 1949, said new Article to be known as Article XIII,
title "Redevelopment—Urban Renewal" and to follow immediately
after Article XII; to authorize and empower The City of Hagers-
town to carry out urban renewal projects involving the clearance
and redevelopment and rehabilitation of slum areas or blighted
areas, including the acquisition of property for such purposes
with certain provisions in regard to such acquisition by the exer-
cise of the power of eminent domain; declaring such activities to
constitute governmental functions in furtherance of which The
City of Hagerstown may exercise the power of taxation, expend
public funds and extend public credit; granting to The City of
Hagerstown certain additional powers and authority necessary
or proper to carry into full force and effect the powers hereinabove
mentioned and placing certain restrictions and limitations on cer-
tain powers granted.
