TIVE SHELLFISH POPULATION SURVEY IN TALBOT COUN-
TY, UPON REQUEST OF THE SEAFOOD COMMITTEE OF TAL-
BOT COUNTY (OF WHICH GEORGE T. HARRISON IS PRESENT
CHAIRMAN). AFTER SUCH SURVEY, A MAP SHALL BE PRE-
PARED SHOWING ALL PRODUCTIVE OYSTER BOTTOM, ALL
PRODUCTIVE CLAM BOTTOM, AND ALL BOTTOM THAT DOES
NOT CLASSIFY AS EITHER, WITH THE LOCATION AND
BOUNDS OF SUCH AREAS. BOTTOMS FOUND TO BE PRO-
DUCTIVE OF OYSTERS OR CLAMS SHALL BE DESIGNATED
AS NATURAL OYSTER BARS OR NATURAL CLAM BARS, RE-
SPECTIVELY, PROVIDED THAT AT THE TIME OF THE RE-
SURVEY THERE ARE OYSTERS OR CLAMS IN SUFFICIENT
QUANTITIES IN SUCH BEDS OR BARS TO ENABLE WATER-
MEN TO USE SUCH BARS OR BEDS FOR A LIVELIHOOD; PRO-
VIDED FURTHER THAT ANY BOTTOM THAT MAY BE DE-
TERMINED TO BE NEITHER OYSTER NOR CLAMMING BOT-
TOM SHALL NOT BE LEASED TO ANY INDIVIDUAL OR
CORPORATION FOR THE TWO YEARS FOLLOWING THE
EFFECTIVE DATE OF THIS ACT. WITHIN NINETY (90) DAYS
AFTER THE SURVEY OF THE COUNTY WATERS IS COM-
PLETED, A COPY OF AMENDED CHARTS OR NEW CHARTS
SHALL BE DEPOSITED IN THE RECORD OFFICE OF THE
TIDEWATER FISHERIES COMMISSION AND ANOTHER COPY
WITH THE CLERK OF THE CIRCUIT COURT OF TALBOT
COUNTY. NO EXISTING LEASE SHALL BE INVALIDATED IN
WHOLE OR IN PART BY FACTS DETERMINED AS A RESULT
OF SUCH SURVEY OR RESURVEY UNLESS THE LESSEE
SHALL FORFEIT HIS LEASE VOLUNTARILY OR BY NON-
PAYMENT OF RENTAL OR OTHER FEES.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 148)
AN ACT to repeal and re-enact, with amendments, Section 66 (b)
of Chapter 780 of the Acts of 1959, said law having enacted the
sub-title "Park and Planning Commission" to be added to the
Montgomery County Code—1955, being Article 16 of the Code of
Public Local Laws of Maryland, and to be added to the Code of
Public Local Laws of Prince George's County (1953 Edition),
being Article 17 of the Code of Public Local Laws of Maryland,
and said Section 66 (b) being in the sub-heading "Regional Dis-
trict", relating to the performance of regional planning functions
by the Maryland National Capital Park and Planning Commission
and eliminating from this law LAW a proviso pertaining to the
general plan of arterial or other through roads, and to validate,
affirm and ratify all portions of the general plan adopted by the
Park and Planning Commission by BETWEEN the effective date
of Chapter 780 of 1959 and the effective date of this Act. AND
