lating generally to barber schools and the practice of the occupation
of barbering in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 318A—318F inclusive be and they are hereby
added to Article 43 of the Annotated Code of Maryland (1957 edi-
tion), title "Health", sub-title "State Board of Barber Examiners",
to follow immediately after Section 318 thereof, and to read as follows:

318A. Barber schools.

(a)   No person, firm or corporation in this State may operate or
hold itself out as operating a school, training or instruction agency
for barbers unless it has registered with and holds a current license
from the Board of Barber Examiners.

(b)  An application to open and operate such a barber school shall
be forwarded to the Board, together with an initial application and
registration fee in the amount of twenty-five dollars ($25.00), and
such other information as the Board may require. The Board shall
consider and investigate the application, and shall issue the license if
it finds that the personnel, physical facilities, curriculum and organi-
zation of the barber school are satisfactory for its purpose.

(c)  Issue and renewals of the license are subject to payment of an
annual license fee of fifty dollars ($50.00) for a license year begin-
ning as of June 1 each year, except that for the first license year for
any school the Board upon request shall prorate the fee for a portion
of the year. Applications for renewal of a license shall be considered
by the Board according to the same criteria as for initial applications.

(d)  The Board is authorized to adopt, promulgate, and amend from
time to time such reasonable and necessary rules and regulations for
the conduct and operation of barber schools as it may deem proper
to assure effective management, competent instruction, sanitary opera-
tion, and adequately trained students and graduates. The rules and
regulations may restrict the number of students at any school when
deemed necessary to assure competent instruction and adequate
training. With the approval of the State Department of Education,
the rules and regulations may specify the subjects in the schools9
curriculum.

(e)   Each school shall conform to all rules and regulations so
adopted and promulgated by the Board, as well as to any sanitary
and health rules and regulations adopted and promulgated by the
State Department of Health. A school shall not have a number of

students in excess of its available barber chairs, and each. EACH

student during the period of his enrollment ACTUAL ATTEND-
ANCE AT A SCHOOL shall be assigned the exclusive use of a barber
chair.

318B. Students at barber schools.

(a)  Before beginning attendance as a student at a barber school,
every person shall apply for and the Board shall issue to him a barber
school student's permit, upon payment of a fee of five dollars ($5.00).

(b)  The permit authorizes the student to attend a barber school
and to receive not less than twelve hundred (1200)
