by the Board of County Commissioners thereof and to provide
the method for levying taxes to pay therefore.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1411 of the Code of the Public Local Laws of Prince
George's County (1953 Edition being Article 17 of the CODE OF
Public Local Laws of Maryland, titled "Prince George's County",
sub-titled "Special Improvement District" be and it is hereby re-
pealed, and re-enacted, with amendments, to read as follows:

[1411. Fifty-one (51) per cent of the property owners, residing
within said district, may petition the said Board of County Commis-
sioners for the construction or operation of said improvements or
municipal functions to be made or carried on within said district.
The Board of County Commissioners shall advertise in some news-
paper published in Prince George's County once in each of three
successive weeks, giving notice in said advertisement that on a day
and place to be named therein, not later than one month from the
date of the first insertion therein, a public hearing shall be held.
After which the Board of County Commissioners may, if they deem
such improvements a public convenience or necessity, by proper ordi-
nance or resolution determine to construct, operate or maintain said
public improvements or municipal functions, provided, the whole
costs thereof, including all incidental costs, shall be levied against
the property within said improvement district, provided, further,
that any part of said improvement district may, upon the petition
of fifty-one (51) per cent of the resident property owners representing
fifty-one (51) per cent of the front footage affected, have new streets,
gutters, curbs and sidewalks constructed, repaired or reconstructed.
Payment of the]

1411. (a) The Board of County Commissioners may by their
own determination or by petition of the property owners within such
district or any portion thereof provide municipal functions or services
such as the installation and maintenance of street signs, street light-
ing,
AND BY CONTRACT AND NOT BY THEIR OWN WORK
FORCE garbage and trash collection and removal.

(b)   The Board of County Commissioners may upon the petition
of fifty one (51) per cent of the property owners representing fifty-
one (51) per cent
THE OWNERS OF AT LEAST FIFTY (50) PER
CENT of the front footage affected, within all or any part of said
Special Improvement District determined
DETERMINE to construct,
repair, reconstruct, streets, gutters, curbs, sidewalks and storm drain-
age incident to such construction.

(c)   The Board of County Commissioners shall advertise in some
newspaper published in Prince George's County once in each of three
successive weeks, giving notice in said advertisement that on a day
and place to be named therein, not later than one month from the
date of the first insertion therein, that a public hearing shall be
held, after which hearing the Board of County Commissioners may,
if they deem such construction, repair, reconstruction, improvement,
municipal function or service to be a public convenience or necessity,
by proper ordinance or resolution determine to construct, repair,
reconstruct or provide such municipal function or service, provided
that the total costs thereof, including all incidental costs shall be
levied against the real property within said districts.
