108(15) (a-1).
As of January 1, 1962, there shall be an additional full-time judge
of the People's Court of Montgomery County, bringing to four the
total number of full-time judges on said Court Said judge shall re-
ceive a salary as provided in subsection (15) (a) of the herein Sec-
tion.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 764
(House Bill 614)
AN ACT to repeal and re-enact, with amendments, Section 68 of
Chapter 780 of the Acts of the General Assembly of 1959, said law
having added a new sub-heading, "Park and Planning Commis-
sion", to the Montgomery County Code (1955 Edition, being
Article 16 of the Code of Public Local Laws of Maryland), and also
to the Code of Public Local Laws of Prince George's County (1953
Edition, being Article 17 of the Code of Public Local Laws of Mary-
land), to provide that in the Maryland-Washington Regional Dis-
trict in Montgomery County the county council shall establish final
grades for county roads.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 68 of Chapter 780 of the Acts of the General Assembly
of 1959, said law having added a new sub-heading, "Park and Plan-
ning Commission", to the Montgomery County Code (1955 Edition,
being Article 16 of the Code of Public Local Laws of Maryland), and
also to the code of Public Local Laws of Prince George's County
(1953 Edition, being Article 17 of the Code of Public Local Laws of
Maryland), be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
68.
Except as hereinafter provided the Commission has authority to
establish grades for all roads within the Regional District. [Until
a grade is established by the Commission, no grading of a permanent
nature shall be made. Any unauthorized grading by any State,
municipal or county officer or employee or by any private person is
declared to be a misdemeanor and punishable as such under the
general penalty provisions in this Article.] In Montgomery County,
the Commission shall have authority within the regional district in
administering subdivision regulations to recommend preliminary
grades for all County roads and shall further have the authority
