CHAPTER 732

(House Bill 841)

AN ACT to repeal and re-enact, with amendments Section 172 (a)
of Article 2B of the Annotated Code of Maryland (1957 Edition),
title "Alcoholic Beverages", sub-title "Dorchester County Liquor
Control Board and Dispensary", relating to the time for payment
of certain net profits of the county dispensary to the County Com-
missioners of Dorchester County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 172 (a) of Article 2B of the Annotated Code of Mary-
land (1957 Edition), title "Alcoholic Beverages", sub-title "Dorchester
County Liquor Control Board and Dispensary", be and is hereby
repealed and re-enacted, with amendments, to read as follows:

172.

(a) All net profits arising from the operation of said dispensary
shall be first applied towards the payment of any and all sums
advanced to or borrowed by the liquor control board. After such sums
have been paid, the said board shall be authorized to create and
maintain a reserve fund not to exceed $50,000, including the total
inventory of stock and supplies on hand, to provide adequate work-
ing capital and to meet any loss that may be sustained by the board
in the operation of said dispensary. All net profits in excess of the
above requirements shall belong to and be paid over to the County
Commissioners of Dorchester County on or before [January 30th]
April 1 in each and every year.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 733
(House Bill 846)

AN ACT to add a new Article to the Annotated Code of Maryland
(1957 Edition), said new Article to be known as Article 19A, to be
entitled "Conflicts of Interest", to follow immediately after Article
19 of said Code, and to provide that no member, agent or employee
of any public agency shall have any direct interest in any trans-
action to be consummated by such agency, providing that no
member, agent or employee of any public agency shall have any
indirect interest in any transaction to be consummated by such
agency unless he makes disclosure of such interest providing, with
certain exceptions, for disqualification of such person to act on be-
