Sec. 2. And be it further enacted, That on July 1, 1961 each
person in a position, which by the provisions of this Act is placed
in the merit system according to Article 64A of the Code, provided
he then has held this position for a period of not less than the pre-
ceding six months, is a member of the classified service of this State
and subject generally to the rights, duties, privileges and responsibil-
ities provided for merit system employees in said Article 64A. The
then employees in these several positions become merit system em-
ployees at that time without further appointment and without the
necessity for any qualifying examination or other test of fitness.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 131
(Senate Bill 204)

AN ACT to repeal and re-enact, with amendments, Section 19 of
Article 59 of the Annotated Code of Maryland (1957 Edition),
title "Lunatics and Insane", sub-title "Department of Mental
Hygiene", amending laws concerning operation of the several
mental institutions in order to provide a special set of qualifica-
tions for the Superintendent of Rosewood State Training School.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 19 of Article 59 of the Annotated Code of Maryland
(1957 Edition), title "Lunatics and Insane", sub-title "Department
of Mental Hygiene", be and is hereby repealed and re-enacted, with
amendments, to read as follows:

19.

Spring Grove State Hospital, Springfield State Hospital, the East-
ern Shore State Hospital, Crownsville State Hospital, and Rosewood
State Training School shall hereafter exercise their functions under
the supervision, direction and control of the Department of Mental
Hygiene. The several boards of managers of said institutions are
hereby abolished and all property, real and personal, of every kind,
held by said boards of managers of said institutions, as corporations,
is hereby transferred to the State of Maryland. The tenure of office
of the superintendent of each of said institutions shall expire on
June 1, 1949, and on said date the Commissioner of Mental Hygiene,
upon recommendation of the advisory board, shall appoint a super-
intendent for each of said institutions. Upon every occurrence of a
vacancy thereafter in the position of superintendent of any of said
institutions, the Commissioner, upon recommendation of the advisory
