each has been acquainted with the applicant, or in the case of a
corporation with the individuals making the application; that they
have examined the application of the applicant and that they have
good reason to believe that all of the statements contained in said
application are true, and that they are of the opinion that the appli-
cant is a suitable person to obtain the license. The certificate must
have a statement that the signers thereof are familiar with the
premises upon which the proposed business is to be conducted,
and that they believe the premises are suitable for the conduct of
the business of a retail dealer in alcoholic beverages.
68.
(f) In Prince George's County and in Montgomery County, any
licensee may obtain a renewal license without obtaining a certificate
of approval of the owner of the building in which the business is
conducted, provided the licensee is the holder of a lease upon the
entire building for not less than the term of the renewal license.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 707
(House Bill 324)
AN ACT to repeal and re-enact, with amendments, Section 97 of
Chapter 780 of the Acts of 1959, this Act having enacted the sub-
title "Park and Planning Commission", having added this sub-title
to the Montgomery County Code (1955 Edition), being Article 16
of the Code of Public Local Laws of Maryland and having also added
this sub-title to the Code of Public Local Laws of Prince George's
County, (1953 Edition), being Article 17 of the Code of Public
Local Laws of Maryland, said Section 97 being in the sub-heading
"Regional District", to provide that in that portion of the Mary-
land-Washington Regional District lying within Montgomery
County, the county THE LOCAL GOVERNING BODIES OF
MONTGOMERY AND PRINCE GEORGE'S COUNTIES shall
have the right of approval of a private right-of-way or easement
prior to the issuance of a building permit.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 97 of Chapter 780 of the Acts of 1959, this Act having
enacted the sub-title "Park and Planning Commission", having added
this sub-title to the Montgomery County Code (1955 Edition), being
