prise which is conducted for and on behalf of any nonprofit, charit-
able, or eleemosynary agency or organization; or to any person who
is going from door-to-door in the sale of farm produce or seafood of
any kind which he has produced or taken within the limits of St.
Mary's County; or to any person who is selling or delivering news-
papers.
(d) Any person who violates any provision of this section is
guilty of a misdemeanor, and shall be subject upon conviction thereof
to a fine not to exceed twenty-five dollars ($25.00) for each violation.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 55)
AN ACT to repeal sub-sections (b), (c) and (d) of Section 707 of
Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resourses", sub-title "Oysters and Clams", and to
enact new sub-sections (b), (c) and (d) in lieu thereof, to stand
in place of the sub-sections so repealed, to authorize the Depart-
ment of Tidewater Fisheries to close any natural oyster bar in the
waters of this State, after an advertised public hearing, where in
its judgment such a bar is no longer productive from a commercial
standpoint and such action shall seem necessary or desirable to
protect or promote the growth of oysters, or where the public
need for the closing outweighs the commercial utility of such a bar
AND RELATING TO THE PROCEDURE FOR AND THE
EFFECTS OF ANY SUCH CLOSING.
Section 1. Be it enacted by the General Assembly of Maryland,
That sub-sections (b), (c) and (d) of Section 707 of Article 66C
of the Annotated Code of Maryland (1957 Edition), title "Natural
Resources", sub-title "Oysters and Clams", be and they are hereby
repealed; and that new sub-sections (b), (c) and (d) be and
they are hereby enacted in lieu thereof, to stand in the place of the
sub-sections so repealed, to read as follows:
707.
(b). Authority to close natural oyster bars.—The Department
is authorized to close any portion of the natural oyster bars in the
waters of this State and to prohibit the taking or catching of
oysters thereon whenever in the judgment of the Department such
bar is no longer productive from a commercial standpoint and such
action shall seem necessary or desirable to protect or promote the
growth of oysters or whenever in the case of a bar that has com-
