OPERATED BY THE METROPOLITAN TRANSIT AUTHORITY
OR ANY PROPOSAL FOR EXTENSION OR CHANGE OF
ROUTES IN OR INTO BALTIMORE COUNTY BY THE METRO-
POLITAN TRANSIT AUTHORITY ITSELF SHALL BE SUBJECT
TO THE EXCLUSIVE JURISDICTION OF THE PUBLIC SERV-
ICE COMMISSION UNDER THE PROVISIONS OF EXISTING
LAW.

11. Employees.

(a)  The employment, compensation, and tenure of all full time AD-
MINISTRATIVE employees, except the Secretary Treasurer, Execu-
tive Director, and such other key personnel as the Authority may de-

termine who require engineering, scientific, or other export training,
shall be subject generally to the provisions and restrictions of Article
64A of the Annotated Code of Maryland title "Merit System"; and
such full time employees, together with the Secretary-Treasurer, Ex-
ecutive Director, and other key personnel as aforesaid, shall be subject
to the rights and benefits of Article 73B of said Annotated Code, title
"Pensions"; provided, however, that the power to set salaries and
compensation of any and all employees not covered by the provisions
of said Article 64A shall be vested soley in the Authority and shall
in no way be subject to the control or jurisdiction of the Standard
Salary Board or any other officer or agency.
IN THE EVENT THAT
THE AUTHORITY SHALL ACQUIRE, OWN AND OPERATE
ANY MASS PUBLIC TRANSPORTATION COMPANY, IT SHALL
BE AUTHORIZED TO DETERMINE AND FIX THE EMPLOY-
MENT, COMPENSATION AND TENURE OF ALL THE EM-
PLOYEES OF THE SAID COMPANY, AND ALL SUCH EM-
PLOYEES SHALL NOT BE SUBJECT TO, OR COVERED BY,
OR BE ENTITLED TO ANY OF THE RIGHTS AND BENEFITS
PROVIDED BY THE PROVISIONS AND RESTRICTIONS OF
ARTICLE 64A, TITLE "MERIT SYSTEM", AND ARTICLE 73B,
TITLE "PENSIONS", OF THE ANNOTATED CODE OF MARY-
LAND (1957 EDITION, AS AMENDED). THE POWER OF THE
AUTHORITY TO SET SALARIES AND COMPENSATION OF

ANY SUCH EMPLOYEES SHALL BE IN NO WAY SUBJECT TO
THE CONTROL OR JURISDICTION OF THE STATE EM-
PLOYEES' STANDARD SALARY BOARD OR ANY OTHER
OFFICER, AGENCY OR INSTRUMENTALITY OF THE STATE.

(b)   Every employee employed in the Department of the Commis-
sioner of Transit and Traffic of the City and every employee em-
ployed by the Public Service Commission, whose services no longer
will be needed by the City or the Public Service Commission, as the
case may be, as a result of the creation of the Authority and the
performance of its duties and functions, but whose services may be
necessary or convenient for the purpose of enabling the Authority to
perform and carry out its duties and functions, shall be transferred,
from time to time, to the Authority by the City and the Public Service
Commission, as the case may be; and every employee of the City and
the Public Service Commission who is covered by and subject to the
provisions of the Classified City Service of the City and the Merit
System of the State, as the case may be, who shall be so transferred
shall, without further examination or restriction, thereafter be en-
titled to all of the rights and privileges and subject to all of the pro-
visions of Article 64A of the Annotated Code of Maryland. Any such
