(5) From any combination of any or all such methods of providing
funds for that purpose.
(u) Do any and all acts and things necessary or convenient to
carry out any and all of the powers expressly granted in this Article.
8. Regulatory Powers of Authority.
(a) The Authority on and after January 1,1962, may:
(b) Grant licenses and permits to legal entities to own, control,
operate, or maintain mass transportation systems in the Area;
(c) Determine, fix, and amend just and reasonable fares, fees,
rates, or other charges made by any legal entity operating or main-
taining a mass transportation system in the area; just and reasonable
rates may, in the discretion of the Authority, be rates which yield
a reasonable ratio of prudent operating expenses to operating rev-
enues, set with the view to the effect of such rates upon movement
of traffic, adequacy of service, replacements, ability to attract neces-
sary capital, and rates generally charged for comparable services.
(d) Establish, regulate, supervise, and control all routings,
schedules, and standards of safety and service of any legal entity
operating or maintaining a mass transportation system in the Area,
subject to all applicable laws and regulations of the political sub-
divisions.
9. Substitution of Authority for Public Service Commission.
(a) On and after January 1, 1962, the Public Service Commission
shall not have any regulatory power, control, or authority over or in
connection with any mass transportation system, or any part thereof,
as defined in this Article, being operated or maintained in the Area,
or over or in connection with any legal entity owning, controlling,
operating, or maintaining any such mass transportation system, or
any part thereof.
(b) On and after January 1, 1962, any and all regulatory power,
control, or authority which the Public Service Commission has or
exercises under the provisions of Article 78 of the Annotated Code of
Maryland (1957 Edition, as amended), or any other law, as to any
mass transportation system as defined in this Article being operated
or maintained in the area, is transferred to and vested in the
Authority.
(c) The Authority in exercising any and all regulatory power,
control or authority over or in connection with any mass transporta-
tion system as defined in this Article being operated or maintained
in the Area, and any legal entity owning, controlling, operating, or
maintaining any such mass transportation system in the Area and
its officers, directors, agents, and employees, and all personnel of the
Authority, and every other natural person or other legal entity, are
subject to and bound by, and shall comply with and follow, all of the
provisions and procedures, have all of the rights and remedies, IN-
CLUDING THE RIGHT OF JUDICIAL REVIEW UNDER THE
APPLICABLE PROCEDURES AND LIMITATIONS, and are
subject to any and all penalties, set forth in all of the applicable
provisions of Article 78 of the Annotated Code of Maryland (1957
Edition, as amended), in the same manner and to the same extent
as if the applicable provisions of Article 78 were fully set out herein.
