from any other cause, either actual or in effect, shall be filled for a
new term or for the remainder of the term of such incumbent, as the
case may be, in the same manner as provided herein for the appoint-
ment of the first members of the Authority. Any member of the
Authority shall be eligible for reappointment.
(g) Any member of the Authority may be removed from office by
the officer or agency who or which appointed him, for misfeasance,
malfeasance or wilful neglect of duty, but only after reasonable
notice has been given to the member involved and a public hearing
has been held in connection with the charges preferred against such
member, unless notice and hearing are in writing expressly waived.
(h) Each member of the Authority shall receive from the Authority
compensation for his services at the rate of fifty dollars for each
meeting attended, but such compensation for any one member shall
not exceed in any case the total sum of five thousand dollars for any
one twelve months' period. The Chairman, however, shall be com-
pensated at the rate of sixty dollars per meeting attended, but his
total compensation for any one twelve months9 period shall not exceed
six thousand dollars.
(i) Four members of the Authority constitute a quorum for the
transaction of business, and the affirmative vote of at least three
members is necessary for any action taken by the Authority. A
vacancy in the membership of the Authority does not impair the right
of a quorum to exercise all of the rights and to perform all of the
duties of the Authority. All sessions, hearings or meetings of the
Authority, except executive sessions, shall be open to the public. The
Authority shall keep records of its proceedings, showing the vote of
each member on each question, or if absent, or failing to vote, in-
dicating such fact. The Authority shall keep a record of all resolu-
tions, transactions, findings, determinations and decisions, and all
records of the Authority shall be kept in the office of the Authority
and shall be public records.
(i) Alternate Provision if Anne Arundel County withdraws.)

serve at the pleasure of the Authority, and he shall receive such salary
as may be fixed by the Authority from time to time. The Secretary-
Treasurer shall be responsible to the Authority, and he shall keep a
record of the proceedings of the Authority and shall be custodian of
