THEY ARE APPOINTED TO REPRESENT AND OTHERWISE
QUALIFY UNDER THE PROVISIONS OF THIS ARTICLE.

(b) The members of the Authority shall be persons of ability, ex-
perience and integrity.

(c) The term of each member is seven years or until his successor
qualifies, except that the respective terms of the seven members of

the Authority first appointed are as follows: The member appointed
by the Governor shall be appointed for three years; of the members
appointed by the Mayor of Baltimore City, one member shall be ap-


pointed for one year and one for five years; and, of the members

appointed by the County Executive of Baltimore County, one member

shall be appointed for six years and one for two years; and, of the

members appointed by the Board of County Commissioners of Anne
Arundel County, one member shall be appointed for seven years and

one for four years. Each member first appointed shall serve until

his successor is duly appointed and qualifies. The terms of the mem-
bers of the Authority first appointed shall be designated by the

official or agency appointing them.

(c) (Alternate Provision if Anne Arundel County withdraws.)
The term of each member is five years or until his successor qualifies,
except that the respective terms of the five members of the Authority
first appointed are as follows: The member appointed by the Gov-
ernor shall be appointed for three years; of the members appointed
by the Mayor of Baltimore, one member shall be appointed for one
year and one for five years; and, of the members appointed by the
County Executive
COUNCIL of Baltimore County, one member shall
be appointed for two years and one for four years. Each member first
appointed shall serve until his successor is duly appointed and quali-
fies. The terms of the members of the Authority first appointed shall
be designated by the official or agency appointing them.

(d) Each member of the Authority before entering upon his duties
shall take the constitutional oath of office before the Clerk of the
Superior Court of Baltimore City if a resident thereof, and if a county
resident, then before the Clerk of the Circuit Court in the County in
which he resides; a record of each oath shall be filed in the office of
the clerk before whom it was taken.

(e)  The members of the Authority shall elect one of its members
as Chairman, who shall serve as such until the expiration of his
term or his office otherwise becomes vacant; and he shall preside
over the meetings of the Authority and perform such other duties as
may be imposed upon him by law or as may be assigned to him by
the Authority. The members of the Authority also shall annually
elect one of its members as Vice-chairman who, in the absence of the
Chairman of the Authority, shall preside over the meetings of the
Authority and perform such other duties as may be imposed upon
him by law or as may be assigned to him by the Authority.

(f)  Any vacancy in the membership of the Authority caused by
the expiration of a term or by resignation, removal, death, or
permanent absence from the Area, of an incumbent, or any vacancy
caused by supervening incapacity on the part of any member, whether
physical or mental, to discharge his duties, or any vacancy resulting
