administration of the Park Board. The County Commissioners may
appropriate in the annual budget such sums as may be necessary to
purchase land, construct improvements and defray current expenses
for the maintenance of the park and recreation areas under the con-
trol of the Park Board and for the purposes and programs of the
Park Board. Also, the County Commissioners may turn over public
properties to these purposes and programs. The acquisition of such
property by the County Commissioners may be by purchase, con-
demnation, gift, grant, bequest, devise or lease, of the fee or any
lesser interest, development right, easement, covenant or other con-
tractual right necessary for these purposes and programs. With the
approval of the Park Board, the County Commissioners shall have
the power to sell or in any manner dispose of said park properties.
(c) The purposes and programs of the Park Board include the pres-
ervation and use of real property, and of personal property which
is appurtenant and adjunctive thereto, as park and recreation areas.
The Board may receive such funds and properties as are provided
for it, and shall administer and control the areas and properties
deemed by it suitable and useful for these purposes and programs.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to add a new Section 216A to the Code of Public Local
Laws of Harford County (1957 Edition, being Article 13 of the
Code of Public Local Laws of Maryland), entitled "Harford
County", sub-title "County Commissioners", creating an Economic
Development Commission for Harford County, providing gener-
ally for its powers and duties and for the powers and duties of
the County Commissioners of Harford County in respect thereto,
and relating generally to economic development in Harford County.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 216A be and is hereby added to the Code of
Public Local Laws of Harford County (1957 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County", sub-title "County Commissioners", to follow immediately
after Section 216 thereof and to read as follows:
216A. Economic Development Commission.
(a) The Economic Development Commission of Harford County
is created for the purpose of advancing the general welfare of the
people through programs and activities to develop Harford County's
natural resources and economic opportunities pertaining to com-
merce, agriculture, forestry, transportation, travel, tourism and
recreation, and to cooperate and offer assistance to existing indus-
tries and businesses, and to promote and encourage the establishing
and locating of new industries and businesses in Harford County and
