TRIST WITH AT LEAST FIVE YEARS' EXPERIENCE IN THE
PRACTICE OR TEACHING OF PSYCHIATRY. THE DIRECTOR
HOLDING OFFICE AT THE TIME OF THE PASSAGE OF THIS
SECTION SHALL CONTINUE TO HOLD OFFICE IN ACCORD-
ANCE WITH THE PROVISIONS OF THIS SECTION. ANY SUC-
CESSOR AS DIRECTOR SHALL BE APPOINTED BY THE GOV-
ERNOR FROM A NOMINEE OR NOMINEES PROPOSED TO
THE GOVERNOR BY A SPECIAL COMMITTEE COMPOSED OF
THE PROFESSOR OF PSYCHIATRY OF THE MEDICAL
SCHOOL OF THE UNIVERSITY OF MARYLAND, THE PRO-
FESSOR OF PSYCHIATRY OF THE MEDICAL SCHOOL OF
THE JOHN HOPKINS UNIVERSITY, THE CHAIRMAN OF THE
BOARD OF CORRECTION, AND THE CHAIRMAN OF THE
BOARD OF PATUXENT INSTITUTION. THREE MEMBERS OF
SAID SPECIAL COMMITTEE SHALL BE EMPOWERED IN
THE ABSENCE OF THE FULL COMMITTEE TO ACT FOR THE
COMMITTEE. THE DIRECTOR SHALL RECEIVE A SALARY
AS FIXED IN THE BUDGET, WHICH SHALL NOT BE LESS
THAN FIFTEEN THOUSAND DOLLARS ($15,000.00) ANNUAL-
LY. ANY DIRECTOR SO APPOINTED SHALL HOLD HIS POSI-
TION ON PROBATION FOR THE FIRST SIX MONTHS AFTER
ASSUMING HIS DUTIES THEREIN AND DURING THAT TIME
SHALL BE SUBJECT TO REMOVAL BY THE GOVERNOR.
THEREAFTER, HE SHALL HOLD HIS OFFICE DURING GOOD
BEHAVIOR, AND SHALL BE SUBJECT TO REMOVAL ONLY
AFTER CHARGES HAVE BEEN PREFERRED AGAINST HIM
TO THE GOVERNOR. THE DIRECTOR SHALL BE NOTIFIED
OF SUCH CHARGES AND GIVEN A COPY OF THEM IN DUE
TIME TO PREPARE AN ANSWER THERETO; HE SHALL IF
HE SO REQUESTS BE HEARD IN PERSON OR BY COUNSEL
AND MAY BE REMOVED ONLY BY DIRECTION OF THE GOV-
ERNOR AFTER SUCH HEARING.

3.

(a)    There shall be three associate directors of the said Institu-
tion. Two of said associates shall be trained, able and competent psy-
chiatrists of at least three years' experience in the practice or teach-
ing of psychiatry and shall assist primarily in the psychiatric and re-
lated duties of the Institution [, and said associates also shall be as-
sociated psychiatrists of the Department of Correction]. The third
of said associates shall have had some custodial experience and shall
be particularly charged, under the Director, with the custodial [and
administrative] duties of the Institution. There shall also be in the
Institution at least three psychiatrists or clinical psychologists, at
least four trained social workers (one of whom shall be a psychiatric
social worker), a resident physician and a resident dentist, together
with such other psychiatrists, psychologists, social service workers
and sociologists, physicians, administrative officers, custodians, clerks
and other officers and employees as may be provided in the budget
from time to time. Except as otherwise provided herein, the salaries
of all officers and employees in the Institution shall be as provided
in the budget.

(b)   Persons in professional positions in the said Institution, in-
cluding the associate directors and all social workers and sociologists,
psychiatrists, psychologists, physicians, dentists and administrative
officers,
