terested in any contract, purchase or sale made by said Board or by
its authority, ON THE RECOMMENDATION OF SAID BOARD,
or shall accept any reward or gift or any promise of any reward or
gift directly or indirectly from any person interested in any contract,
purchase or sale made by said Board or by its authority, ON THE
RECOMMENDATION OF SAID BOARD, and every member of said
Board and every officer, member of the staff or employee of Patuxent
Institution shall make report to said Board of all such offenses com-
ing to his knowledge.
(2) No member of said Board, or of the Advisory Board herein-
after created, or any officer, member of the staff or employee of
Patuxent Institution, shall accept any reward or gift, or any promise
of reward or gift, from any inmate in said Institution, or from any-
one on his behalf, or shall receive any devise or bequest, or any
promise of devise or bequest, from any such inmate, or from any
person on his behalf, or shall enter into any contract with any such
inmate, or with any person on his behalf. All such gifts, rewards,
bequests, devises, promises and contracts shall be void.
(3) Any violation of the provisions of this sub-section (1) shall
be sufficient cause, in the case of a member of said Board or officer
of Patuxent Institution, for removal from office, and in the case of
any other employee of the Institution for his dismissal.
3. The Director shall be the chief administrative officer of the
Patuxent Institution, and shall be a trained, able and competent psy-
chiatrist with at least five years' experience in the practice or teach-
ing of psychiatry [He] The Director holding office at the time of
the passage of this Section shall continue to hold office at the pleas-
sure of the Board. Any successor as Director shall be appointed by the
[Governor, by and with the advice and consent of the Senate] Board,
from a nominee or nominees proposed to the [Governor] Board by a
special committee composed of the Professor of Psychiatry of the
Medical School of the University of Maryland, the Professor of Psy-
chiatry of the Medical School of the Johns Hopkins University, [and]
the Chairman of the Board of Correction [.] , and the Chairman of
the Board of Patuxent Institution. [A majority Three members of
said special committee shall be empowered in the absence of the full
committee to act for the committee. The Director shall receive a
salary as fixed in the budget, which shall not be less than Fifteen
Thousand Dollars ($15,000.00) annually. The Director shall hold
office at the pleasure of the Board of Patuxent Institution. [Any Di-
rector so appointed shall hold his position on probation for the first
six months after assuming his duties therein and during that time
shall be be subject to removal by the Governor. Thereafter, he shall hold
his office during good behavior, and shall be subject to removal only
after charges have been preferred against him to the Governor. The
Director shall be notified of such charges and given a copy of them in
due time to prepare an answer thereto; he shall if he so requests be
heard in person or by counsel and may be removed only by direction
of the Governor after such hearing. The said Director shall be ex-
officio the chief psychiatrist of the Department of Correction and ex-
officio the chief of the diagnostic clinic established hereunder.]
2. THE DIRECTOR SHALL BE THE CHIEF ADMINISTRA-
TIVE OFFICER OF THE PATUXENT INSTITUTION, AND
SHALL BE A TRAINED, ABLE AND COMPETENT PSYCHIA-
