timore City shall pay to the Mayor and City Council of Baltimore
any of the unexpended expense funds advanced during the year pre-
ceding said December 31st, and render a detailed account to the Mayor
and City Council of Baltimore of all expense funds received and ex-
pended by him.

Sec. 2. And be it further enacted, That this Act shall take effect
January 1, 1962.

CHAPTER 629

(Senate Bill 300)

AN ACT to repeal and re-enact, with amendments, Sections 1 to 16,
inclusive, of Article 31B of the Annotated Code of Maryland (1957
Edition and 1960 Supplement), title "Defective Delinquents", sub-
titles "Patuxent Institution", "Defective Delinquents", "Institu-
tional Board of Review", "Application", respectively, and to add
new sub-title "Administrative Provisions", to follow immediately
after Section 15 thereof; to add new Sections 17 to 20,19, inclusive,
to the said Article of the Code, to follow immediately after Section
16 thereof; and to repeal and re-enact, with amendments, Section
706 (a) of Article 27 of said Code (1960 Supplement), title
"Crimes and Punishments", sub-title "Places of Reformation and
Punishment", sub-heading "Department of Correction", relating
to the establishment of the Board of the Patuxent Institution and
the granting to said Board the power of management, control, and
supervision needed to operate the Patuxent Institution, ITS POW-
ERS AND DUTIES, the time and manner by which the de-
fective delinquency of an inmate can be re-determined, and
other matters dealing with the conduct of the affairs of the Patux-
ent Institution, and relating generally to defective delinquents in
this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 to 16, inclusive, of Article 31B of the Annotated
Code of Maryland (1957 Edition and 1960 Supplement), title "De-
fective Delinquents", sub-titles "Patuxent Institution", "Defective
Delinquents", "Institutional Board of Review", "Application", re-
spectively, be and they are hereby repealed and re-enacted, with
amendments, and that new sub-title "Administrative Provisions", be
and it is hereby added to follow immediately after Section 15 there-
of; and that new Sections 17 to 20, 19, inclusive, be and they are
hereby added to the said Article of the Code, to follow immediately
after Section 16 thereof, and to read as follows:
