proceeds of said loan agreeably to the other provisions of this Act.
If such satisfactory evidence of the raising of at least an equal and
matching fund is not presented to the Board of Public Works on or
before January 1, 1964, no funds under the provisions of this Act
shall thereafter be paid over to or expended for the purpose of aiding
in the construction of new buildings and making additions to and
renovations of existing buildings (dining hall addition, library addi-
tion, auditorium—fine arts building, Smith Hall addition, mainte-
nance shops) on the campus of Washington College in Chestertown.

SEC. 7. And be it further enacted, That until all of the interest on
and principal of any certificates issued under this Act have been paid
in full, there is hereby levied and imposed an annual State tax on
each $100 of assessable property at the rate to be determined in the
following manner: on or before December 1, 1962, and on or before
December 1 in each calendar year thereafter, the Board of Public
Works shall certify to the governing bodies of each of the Counties
and Baltimore City the rate of State tax on each $100 of assessable
property necessary to produce revenues to meet all interest and prin-
cipal which will be payable to the close of the next ensuing calendar
year on all certificates theretofore issued or theretofore authorized by
resolution of the Board of Public Works to be issued, and the govern-
ing bodies of each of the Counties and Baltimore City shall forthwith
levy and collect such tax at such rate.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

SEC. 8. And be it further enacted, That this Act shall take effect
June 1, 1962,

CHAPTER 31
(Senate Bill 64)

AN ACT to repeal and re-enact, with amendments, Section 713 (h)
of Article 66C of the Annotated Code of Maryland (1961 Supple-
ment), title "Natural Resources", sub-title "Oysters and Clams",
providing for the minimum legal size of soft shell clams.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 713 (h) of Article 66C of the Annotated Code of Mary-
land (1961 Supplement), title "Natural Resources", sub-title "Oysters
and Clams", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
