statement rendered to such Board by the State Comptroller that all
payment of principal and interest on the certificates issued pursuant
to the terms of this Act have been met during the current year from
the payments received from each of the counties and the City of
Baltimore, as more particularly provided in Section 5 of this Act.
Upon the ascertainment of such fact by the Board of Public Works,
the Governor shall, by proclamation issued pursuant to a resolution
of the Board of Public Works, publicly declare that the State taxes
provided for in this section shall not be collected or levied in any such
succeeding year.

SEC. 8. And be it further enacted, That all matters committed by
this Act to the discretion of the Board of Public Works shall be
determined by a majority of said Board.

SEC. 9. And be it further enacted, That Chapter 432 of the Acts
of 1961 be and it is hereby repealed.

SEC. 10. And be it further enacted, That this Act shall take effect
June 1, 1962.

(Senate Bill 52)

AN ACT to add a new Section 30A to Article 30 of the Annotated
Code of Maryland (1957 Edition), title "Deaf, Mute or Blind", to
follow immediately after Section 30 thereof and to be under the
new sub-title "Products Made by the Blind", making it unlawful
to sell or offer for sale merchandise or other products represented
as having been made by the blind unless actually made or manu-
factured by blind persons as defined in this Article, prohibiting
also the use of the word "blind" in the name of the person, asso-
ciation or corporation unless it limits its sales to products made
by the blind, and relating generally to the manufacture and mer-
chandising or OF certain merchandise or other products made or
claimed to be made by the blind REQUIRING IDENTIFICA-
TION MARKING ON PRODUCTS MADE BY THE BLIND, AND
PROVIDING PENALTIES FOR VIOLATIONS.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 30A be and it is hereby added to Article 30 of
the Annotated Code of Maryland (1957 Edition), title "Deaf, Mute
or Blind", to follow immediately after Section 30 thereof and to be
under the new sub-title "Products Made by the Blind", and all to
read as follows:
