House Bill No. 126 pertains to the method of determining the
financial condition of insurance companies.

Senate Bill No. 42 was passed during the 1962 Session and was
identical to House Bill No. 126. I have already placed my signature
on Senate Bill No. 42 and, therefore, find it necessary to veto House
Bill No. 126.

House Bill No. 174—State Bonds for College of Notre Dame

AN ACT to authorize the creation of a State debt in the aggregate
amount of Seven Hundred and Fifty Thousand Dollars ($750, 000)
for the purpose of aiding in the construction of a new science
building on the campus of the College of Notre Dame of Maryland,
in Baltimore City, subject to the requirements that the said Col-
lege, on or before January 1, 1964, shall have obtained elsewhere
at least an equal and matching sum for the same purposes; and
providing generally for the issue and sale of certificates of indebted-
ness evidencing this loan.

Dear Mr. Speaker:

I have today vetoed House Bill 174, and in accordance with the pro-
visions of Article 2, Section 17, of the Maryland Constitution, I am
returning this bill along with my veto message.

This bill authorizes a State loan to be known as the "College of
Notre Dame of Maryland Loan of 1962" in the amount of $750, 000.

Senate Bill 134, which is identical in its terms with this bill, and
accordingly accomplishes the same result, was signed into law on
March 23, 1962.

In order to prevent any duplicity, I feel it necessary to veto House
Bill 174.
