Senate Bill 51 would be viewed by ship operators in a most unfavor-
able light and would tend to discourage ship service at Baltimore.
6. The dissemination of information on existing restrictions against
oil pollution of Chesapeake Bay waters by steamships and rigid en-
forcement of such existing regulations against such pollution would,
in our opinion, be more effective in bringing about the objective sought
in Senate Bill 51.
Although I am in complete sympathy with the laudable objectives
of the Bill, I felt compelled to veto it for the reasons set forth above.

Senate Bill No. 99—Mileage Payments for State Employees
AN ACT to add new Section 78 to Article 100 of the Annotated
Code of Maryland (1957 Edition), title "Work, Labor and Em-
ployment", sub-title "State Employees", to follow immediately
after Section 77 thereof, providing a minimum mileage payment
for State employees reimbursed for their travel by State funds.

Dear Mr. President:
I have today vetoed Senate Bill No. 99, and in accordance with the
provisions of Article 2, Section 17, of the Maryland Constitution I
am returning this bill along with my veto message.
This particular bill was designed to provide a minimum mileage
payment for State employees reimbursed for their travel by State
funds.
Heretofore, the subject matter which this bill would affect was con-
sidered an administrative matter to be determined by the Board of
Public Works. I am of the opinion that that is where the responsibility
should continue to lie. I have discussed this subject with the members
of the Board of Public Works, and it is our intention to take appro-
priate action to accomplish the intent of this bill by administrative
order of the Board. Accordingly, I am vetoing Senate Bill No. 99.
