502 JOINT RESOLUTIONS

WHEREAS, A Commission which undertook to:

a. Review the current situation to determine what day care
services for children are presently available in schools, nurseries,
day care centers, and voluntary and public recreation programs,

b. Determine their adequacy in quality, quantity, and distribution
for the actual needs of Maryland's families,

e. Set standards of service jointly with the Departments of
Health, Welfare, and Education to express what the state considers
adequate protection for the healthy growth of children.

d. Review the licensing accreditation system in the state to deter-
mine whether it meets these standards,

e. Evaluate existing services in the light of these standards,

f. Recommend any necessary changes or coordination of existing
services, or new day care services, to adequately meet the needs of
children and their families,

g. Recommend the sources from which funds, public and volun-
tary, might be obtained for the implementation of this program,

h. Consider the proper state agency to be given responsibility for
carrying out day care services for children, would enable the General
Assembly and the Governor of Maryland to make an informed judg-
ment on what, if any, action is needed in this field; therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
be requested to appoint a commission to study the day care available
to children in Maryland; and be it further

Resolved, That the Governor be requested to make available from
the contingency funds placed at his disposal an amount sufficient to
finance the study proposed herein; and be it further

Resolved, That said Commission report its findings to the Governor
and the General Assembly by the beginning of the next regular
session of the General Assembly.
