sonnel of Civil Defense organizations to attend courses in Civilian
Defense given by agencies of the Federal Government.

From time to time agencies of the Federal Government schedule
at convenient locations throughout the country courses under the
general heading of Civilian Defense.

It is advisable that the Directors and all other employees and
personnel of Civil Defense organizations in this State and in its
political sub-divisions attend such courses of instruction where
possible. The materials presented in these courses have been care-
fully selected as being helpful to Civilian Defense personnel, and
in the judgment of the General Assembly of Maryland all persons
who are taking part in such work should avail themselves of every
opportunity for increasing the knowledge and scope of their work;
now, therefore, be it

Resolved, By the General Assembly of Maryland that the Directors
and all other personnel and employees of the several Civilian De-
fense organizations in this State and its political sub-divisions be
urged to give frequent and steady attendance at available courses
under the heading of Civilian Defense which may be offered by
Agencies of the Federal Government.

(Senate Joint Resolution 19)

Senate Joint Resolution proposing the establishment of additional
resting areas for the protection and conservation of migratory
birds in the northern and central portions of the Eastern Shore
of Maryland.

The Members of the General Assembly of Maryland are strongly
recommending the establishment of additional resting areas for the
protection and conservation of migratory birds in the northern and
central portions of the Eastern Shore of Maryland.

Resting and nesting areas for migratory birds are of great use-
fulness in protecting birds from overhunting and thereby building
up the migratory bird population so that in the long run there are
more migratory birds available for hunting.

The Blackwater Migratory Bird Refuge in the central portion of
Dorchester County is a splendid example of the success and utility
of such areas. It offers a haven for the resting and nesting of
migratory birds where for brief periods they will be protected from
overhunting.

Other such areas are vitally needed in the central and northern
portions of the Eastern Shore. One good possibility for such an
area is at the proposed Tuckahoe State Park which is to get approxi-
mately 4, 000 acres of which approximately 1, 500 acres would be
water.
