(5) ANY CONTRACTOR OR SALESMAN, AS TO A HOME IM-
PROVEMENT CONTRACT WHERE THE OWNER IS OBLI-
GATED TO PAY ONLY UPON OR AFTER COMPLETION OF
THE HOME IMPROVEMENT WORK, OR TO PAY A PART OF
THE CONSIDERATION ONLY UPON OR AFTER COMPLETION
OF THE PORTION OF SUCH WORK TO WHICH THE PAYMENT
RELATES; EXCEPT WHERE ANY PROMISSORY NOTE,
MORTGAGE, OR OTHER INSTRUMENT TO SECURE PAY-
MENT OF THE CONSIDERATION TO THE CONTRACTOR IS
REQUIRED OF THE OWNER OR ACCEPTED BY THE CON-
TRACTOR IN ADVANCE OF COMPLETION OF THE WORK OR
PORTION THEREOF.

(6) ANY CONTRACTOR OR SALESMAN, AS TO THE CON-
STRUCTION, INSTALLATION, OR REPAIR OF SWIMMING
POOLS AND PARTS THEREOF.

258 257. Issuance, Refusal, and Renewal of Licenses; TEMPO-
RARY LICENSING.

(a) When an application has been filed with the Commission in
proper form, the Commission must, within a period of thirty days
from the date of the Commission meeting next following the date
the application is received, issue or refuse the appropriate contrac-
tor's and/or salesman's licenses to the applicant. If an application
for a license is refused, the Commission must send to the applicant
a written statement setting forth the reasons for the refusal to
grant the license.

(b) The Commission shall prescribe and furnish such forms as it
may deem appropriate in connection with applications for licenses,
and the issuance, renewal or termination thereof.

(c) An applicant for any license required by the provisions of
this subtitle shall file with the Commission a written application
which shall be signed and

DER OATH. As a part of or in connection with such application, the
applicant shall furnish information concerning his true identity, per-
sonal history, home improvement business, and any other pertinent
facts which the Commission may by regulation require. The Commis-
sion may require the names of owners, stockholders, partners, direc-
tors, and officers of any applicant, and the business addresses and
trade names of the applicant.

(d) Every contractor licensee shall, within ten days after a
change of control in ownership, or of management, or of change
of address or trade name, notify the Commission of such changes.

(e) Licenses of all contractors and salesmen shall expire on June
30th following the date of issue unless prior thereto the license is
revoked or suspended by the Commission. Upon payment of the
annual license fee, as prescribed by Section 254, prior to the ex-
piration date, a license shall be renewed for another year, and
the authority to do business shall continue in effect until such time
within the year as the Commission revokes or suspends the license.
