SECTION 1. Be it enacted by the General Assembly of Maryland,

320 TO 324, INCLUSIVE, BE AND THEY ARE HEREBY ADD-
ED TO ARTICLE 77 OF THE ANNOTATED CODE OF MARY-
LAND (1961 SUPPLEMENT), TITLE "PUBLIC EDUCATION",
TO FOLLOW IMMEDIATELY AFTER SECTION 319 THEREOF,
AND TO BE UNDER THE NEW SUB-TITLE "CHAPTER 34.
Planned Apprenticeship Program Under Minimum Standards"; all
to read as follows:

Planned Apprenticeship Program Under Minimum Standards

49. 320. The intent, purposes and objective of this chapter are to:

(a) Open to young people the opportunity to obtain training in
skilled trades that will equip them for profitable employment and
citizenship;

(b) Establish an apprenticeship council and a secretary and
director;

(c) Set up a program of planned Apprenticeship under registered
agreements meeting standards established by the Apprenticeship
Council;

(d) Promote employment opportunities for young people under
conditions providing adequate training and reasonable earnings.

(e) Provide for periodic reports to the Governor, the Legislature
and the public regarding the Status of apprentice training in this
State.

321. THE APPRENTICESHIP COUNCIL IS HEREBY CRE-
ATED, TO CONSIST OF FIVE REGULAR MEMBERS, AP-
POINTED BY THE GOVERNOR, AND TWO EX OFFICIO MEM-
BERS. THE FIVE REGULAR MEMBERS SHALL CONSIST OF
TWO REPRESENTATIVES OF EMPLOYEE ORGANIZATIONS
WHO SHALL BE QUALIFIED THROUGH PAST PARTICIPA-
TION IN A REGISTERED APPRENTICESHIP PROGRAM, TWO
REPRESENTATIVES OF MANAGEMENT ORGANIZATIONS,
AND ONE REPRESENTATIVE OF THE MARYLAND STATE
TRAINING DIRECTORS SOCIETY. THE EX OFFICIO MEM-
BERS SHALL BE THE DIRECTOR OF VOCATIONAL EDUCA-
TION OF THE MARYLAND STATE DEPARTMENT OF EDU-
CATION, WHO SHALL ACT AS DIRECTOR, AND THE STATE
