the necessary monies as specified in this section. These monies plus
the State's contribution to that county shall be designated as the
Public Library Fund. Any funds appropriated and available for the
current expenses of libraries, as of July 1, 1962, 1963, are a credit
toward the required annual appropriation for that county.
(g) The State Superintendent of Schools shall authorize the pay-
ment to the county Board of Library Trustees of any county in which
a library shall be established or operating under this subtitle, those
funds subject to its order to which the county and the library may
be entitled, and such funds shall be added to the Public Library Fund.
The State Superintendent of Schools shall require that all such funds
be used subject to any conditions specified by the appropriating
agency or imposed consistently with this sub-title.
The State Superintendent of Schools is directed to authorize the
Comptroller to withhold State funds from any county which fails to
levy the amount of its share of the minimum program prescribed by
law or which fails to meet the requirements of the law or of the State
Board of Education regarding the operation of the county library.
(h) Libraries in operation before January 1, 1945, whose boards,
by the terms of their charters or articles of incorporation are self-
perpetuating or otherwise specifically constituted, shall be deemed
eligible for all benefits specified in this sub-title provided they meet
all other requirements under this sub-title and their boards may con-
tinue to be constituted as in the same manner before.
(i) Until June 30, 1965, 1966, after which Section 182 shall be
repealed, counties shall have the option of operating under the pro-
visions of Section 182 or 182A of this sub-title.
SEC. 2. And be it further enacted, That Section 182 of said Ar-
ticle and sub-title is hereby repealed, the said repeal to take effect on
July 1, 1965. 1966.
SEC. 3. AND BE IT FURTHER ENACTED, THAT SECTION
182 (C) OF ARTICLE 77 OF THE ANNOTATED CODE OF
MARYLAND '(1957 EDITION), TITLE "PUBLIC EDUCATION",
SUB-TITLE "CHAPTER 16. PUBLIC LIBRARIES", BE AND IT
IS HEREBY REPEALED AND RE-ENACTED, WITH AMEND-
MENTS, TO READ AS FOLLOWS:

(C) FOR THOSE COUNTIES AND BALTIMORE CITY IN
WHICH PUBLIC LIBRARIES HAVE BEEN ESTABLISHED AND
ARE OPERATING UNDER THIS SUB-TITLE, THE STATE
BUDGET SHALL PROVIDE ANNUALLY, BEGINNING WITH
THE FISCAL YEAR STARTING JULY 1, 1962, A STATE-AID
FUND FOR CURRENT EXPENSES, SAID FUND TO BE THE
SUM OF TWENTY-FIVE CENTS (25c) PER CAPITA, BASED
UPON THE LATEST REGULAR FEDERAL CENSUS. SUCH
FUNDS SHALL BE IN ADDITION TO THOSE FUNDS PRO-
VIDED UNDER SUB-SECTION (A) AND SUB-SECTION (B)
OF THIS SECTION AND SHALL BE USED FOR CURRENT
OPERATIONS OF THE LIBRARY, INCLUDING BOOKS, AND
NOT FOR THE PURCHASE OF LAND, THE ERECTION OF
BUILDINGS, OR FOR DEBT REDUCTION.
