a yea and nay vote supported by three-fifths of the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 106
(House Bill 140)
AN ACT to repeal and re-enact, with amendments, Section 83 of
Article 66 1/2 of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles", sub-title "Administration-Registration-
Titling", to clarify provisions when fees for motor vehicle registra-
tions qualify for payment on an annual or semi-annual basis.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 83 of Article 66 1/2 of the Annotated Code of Maryland
(1957 Edition), title "Motor Vehicles", sub-title "Administration-
Registration-Titling", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
83.
The charges prescribed in Section 81 shall be for the entire
twelve months of the registration year except as hereinafter pro-
vided. If a certificate provided for any Class A or Class D vehicle
licensed under Section 81 be issued [on or] before October first
in any year, the regular annual registration fee shall be paid, and
if issued on or after October 1st in any year, one-half of the regular
annual registration fee shall be paid. If a certificate provided for any
other class of vehicle licensed under Section 81 be issued [on or]
before November 1st in any year, the regular annual registration
fee shall be paid and if issued on or after November 1st in any year,
one-half of the regular annual registration fee shall be paid.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.
