and principal of any certificates issued under this Act have been
paid in full, there is hereby levied and imposed an annual State tax
on each $100 of assessable property at the rate to be determined in
the following manner: on or before December 1, 1962, and on or
before December 1 in each calendar year thereafter, the Board of
Public Works shall certify to the governing bodies of each of the
Counties and Baltimore City the rate of State tax on each $100 of
assessable property necessary to produce revenues to meet all interest
and principal which will be payable to the close of the next ensuing
calendar year on all certificates theretofore issued or theretofore
authorized by resolution of the Board of Public Works to be issued,
and the governing bodies of each of the Counties and Baltimore City
shall forthwith levy and collect such tax at such rate.

All matters committed by this Act to the discretion of the Board of
Public Works shall be determined by a majority of said Board.

SEC. 8. And be it further enacted, That this Act shall take effect
June 1, 1962.

CHAPTER 89
(House Bill 89)

AN ACT to repeal and re-enact, with amendments, Section 1E of
Article 48 of the Annotated Code of Maryland (1961 Supplement),
title "Health", sub-title "State Board of Health and Mental Hy-
giene", and to repeal and re-enact, with amendments, Section 19
of Article 59 of said Code (1961 Supplement), title "Lunatics
and Insane", sub-title "Department of Mental Hygiene", chang-
ing the name of the institution now known as Rosewood State
Training School to Rosewood State Hospital and adding general
provisions for the effect of this change.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 1E of Article 43 of the Annotated Code of Maryland
(1961 Supplement), title "Health", sub-title "State Board of Health
and Mental Hygiene", be and it is hereby repealed and re-enacted,
with amendments; and Section 19 of Article 59 of said Code (1961
Supplement), title "Lunatics and Insane", sub-title "Department of
Mental Hygiene", be and it is hereby repealed and re-enacted, with
amendments, and all to read as follows:

ARTICLE 43

1E. The Governor shall, upon recommendation of the Board,
appoint a Commissioner of the State Department of Mental Hygiene,
hereafter known as the Commissioner of Mental Hygiene, who shall
be an experienced psychiatrist, skilled in the administration of
