of water she may draw; for every vessel drawing less than ten feet
of water, Seven Dollars Fifty Cents ($7. 50) for each foot of water
she may draw. Vessels bound directly from the Chesapeake and
Delaware Canal to sea, or to the boundary waters of the State of
Virginia, or directly from the sea or from the boundary waters of
the State of Virginia to the Chesapeake and Delaware Canal shall
pay double pilotage for such pilotage service. The Board of Pilot
Examiners shall establish rates for special pilotage service, not con-
trary to the provisions of this Article. The rates for any such pilotage
service, however, shall not exceed the rate established for pilotage
under this Article.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

CHAPTER 74
(House Bill 13)

AN ACT to add new Section 42A to Article 77 of the Annotated
Code of Maryland (1957 Edition), title, "Public Education", sub-
title, "Chapter 4. State Superintendent of Schools", said new sec-
tion to follow immediately after Section 42 thereof, providing for
the approval and certification by the State Superintendent of
Schools of programs of instruction offered by PENAL institutions
owned and operated by the State of Maryland to residents thereof,
setting forth conditions for revocation of such certification; pro-
viding for inspection and reports for the evaluation of such pro-
grams of instruction, and providing for the issuance of certificates
of completion to residents thereof.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 42A be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1957 Edition), title, "Public Edu-
cation", subtitle "Chapter 4. State Superintendent of Schools", said
new section to follow immediately after Section 42 thereof, and to
read as follows:

42A.

(a) The State Superintendent of Schools may approve any pro-
gram of instruction, at any level, offered by any
PENAL institution
owned and operated by the State of Maryland to residents thereof, pro-
vided that such program shall be based upon and comply with such
standards as may be established by regulations of the State Board
of Education with and upon the advice of the State Superintendent
of Schools. Upon such approval the State Superintendent of Schools
shall issue a certificate of approval for such program to awy such
institution by which it is offered. Any certificate may be revoked
at any time for cause by the State Superintendent of Schools. Any
such institution shall be open for inspection of such program by the
State Superintendent of Schools or his designated agent at all reason-
able times and shall furnish such information and reports from time
