; and principal of any certificates issued under this Act have been paid
in full, there is hereby levied and imposed an annual State tax on
each $100 of assessable property at the rate to be determined in the
following manner: on or before December 1, 1962, and on or before
December 1 in each calendar year thereafter, the Board of Public
Works shall certify to the governing bodies of each of the Counties
and Baltimore City the rate of State tax on each $100 of assessable
property necessary to produce revenue to meet all interest and prin-
cipal which will be payable to the close of the next ensuing calendar
year on all certificates theretofore issued or theretofore authorized by
resolution of the Board of Public Works to be issued, and the govern-
ing bodies of each of the Counties and Baltimore City shall forthwith
levy and collect such tax at such rate.
All matters committed by this Act to the discretion of the Board of
Public Works shall be determined by a majority of said Board.
SEC. 7. And be it further enacted, That this Act shall take effect
June 1, 1962.

(House Bill 10)
AN ACT to repeal Section 14 of Article 74 of the Annotated Code
of Maryland (1957 Edition), title "Pilots", and to enact a new
Section 14 in lieu thereof, to stand in the place of the section so
repealed, increasing the reward or compensation of pilots in this
State for certain services, and clarifying certain provisions of this
law with respect to the payment of rewards or compensation for
the services of pilots.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 14 of Article 74 of the Annotated Code of Maryland
(1957 Edition), title "Pilots", be and it is hereby repealed and that
a new Section 14 be and it is hereby enacted in lieu thereof, to stand
in the place of the section repealed and to read as follows:
14. No pilot shall charge or receive any greater or less reward or
compensation for his services as such than follows: for piloting any
vessel drawing thirteen feet of water or over, from any river or
port in this State to sea or to the Chesapeake and Delaware Canal or
to any other river or port in this State, or coming from sea or from
the Chesapeake and Delaware Canal and bound to any river or port
of this State, Nine Dollars Fifty Cents ($9. 50) for each foot of water
she may draw; for every vessel drawing ten feet of water and less
than thirteen feet, Eight Dollars Fifty Cents ($8. 50) for each foot
