A Bill entitled: "An Act to repeal Chapter 552 of the Acts of the
1961 Regular Session relating to the sale of certain school property lo-
cated in Cecil County and authorizing the Board of Education of Cecil
County to sell two school properties in the county to the County Com-
missioners of Cecil County for a nominal consideration. "

Which was read the first time and referred to the Committee on Rules.
House Bill No. 4—WITHDRAWN

House Bill No. 5—By Mr. Driscoll:

A Bill entitled: "An Act to propose an amendment to Section 5 of
Article III of the Constitution of Maryland, title 'Legislative Department',
revising the provisions concerning the membership of the House of
Delegates and the representation of the several political sub-divisions
therein, and to propose an amendment to Section 4 of Article III of the
Constitution of Maryland, title 'Legislative Department', relating to a
change in the boundaries of legislative districts of Baltimore City, and
submitting these amendments to the qualified voters of the State for
adoption or rejection. "

gation and Mr. Boone:

A Bill entitled: "An Act to repeal and re-enact, with amendments,
Section 23 (d) of Article 17 of the Annotated Code of Maryland (1957
Edition, as amended by Chapter 117 of the Acts of the Regular Session
of 1962), title 'Clerks of the Courts', sub-title 'General Duties of Clerks',
to change the salaries of; the Clerks of the Circuit Courts for Baltimore,
Montgomery and Prince George's Counties. "

House Joint Resolution No. 1—By Mrs. Welcome:

House Joint Resolution requesting the Governor of Maryland to
appoint a special commission to study possible changes in the election
laws.

House Resolution No. 1—By Mr. Collins:

House Resolution congratulating the Frederick High School Band
for an outstanding accomplishment in the annual Firemen's Parade
at the Winchester Apple Blossom Festival in Winchester, Virginia.

Over sixty bands from fifteen states marched and competed in
the annual Firemen's Parade at the Winchester Apple Blossom
Festival in Winchester, Virginia, on May 3, 1962. Thus, the com-
petition for honors in this parade was of the highest quality and
most formidable nature.

Despite this formidable competition, the Frederick High School
Band won third place award, the first and second place awards
going to West Virginia and Virginia bands.
