Amendments to House Bill No. 2
By the Committee:

Amendment No. 1—In lines 1 and 2 of the title of the third reading
file bill, strike out the following: "and 5" and insert in lieu thereof the
following: ", 5, 6, and 9".

Amendment No. 2—In line 7 of the title of the third reading file bill,
immediately following the word "City" insert the following: ", providing
for the creation of legislative districts in certain counties, ".

Amendment No. 3—In line 3 of Section 1 on page 1 of the third
reading file bill, strike out the word "section" and also strike out the
word "is" and insert in lieu thereof, respectively, the words "sections"
and "are".

Amendment No. 4—In line 4 of Section 1 on page 1 of the third
reading file bill, strike out the following: "and 5" and insert in lieu
thereof the following: ", 5, 6, and 9".

Amendment No. 5—In line 16a on page 1 of the third reading file
bill, immediately prior to the words "The General Assembly" insert the
following: "4".

Amendment No. 6—In line 16k of Section 1 on page 1 of the third
reading file bill, strike out the comma and insert a period in lieu thereof.

Amendment No. 7—In line 17 of Section 5 on page 2 of the third
reading file bill, immediately following the word "Delegates", insert the
following: "(subject to the exception provided in sub-section (c-1) of this
section)".

Amendment No. 8—On page 3 of the third reading file bill imme-
diately following line 20 and in the two vertical columns thereunder,
insert, respectively, from left to right, the following numerals: "1" and
"2".

Amendment No. 9—In lines 8, 10, 13 and 16 of Section 5 on page 4
of the third reading file bill, strike out, respectively, the words "four",
"three", "two" and "one" and insert in lieu thereof, respectively, the
words "twelve", "six", "four" and "three".

Amendment No. 10—Following line 29 of Section 5 on page 4 of the
third reading file bill, insert the following new sub-section:

"(c-1) Notwithstanding the application of the formula in sub-
section (e), the number of delegates to which any county or legis-
lative district is entitled shall never be reduced by more than one
delegate from whatever number of delegates it had on January 1,
1962. If in the cumulative application of the formula from time to
time, a county or legislative district would lose a total of two or
more delegates from whatever number it had on January 1, 1962,
a number of delegates shall be added to the representation of that
county or legislative district as necessary to bring its number of
delegates to a total which is one less than it had on January 1, 1962.
The total membership of the House of Delegates shall then be in-
creased over the stated number of one hundred and twenty-three
(123) delegates by whatever number of delegates is necessary from
time to time to conform to the requirements of this sub-section. "

Amendment No. 11—Following line 13 of sub-section (d) on page 4
of the third reading file bill, insert the following:
