REPORT OF RULES COMMITTEE
Senate Bill No. 1—By the President:
A Bill entitled: "An Act making an emergency appropriation for the
payment of the expenses of the General Assembly of Maryland for the
Second Extra-ordinary Session of 1962. "
Mr. Pine, for the Rules Committee recommended Senate Bill No. 1
be re-referred to the Finance Committee.
Said recommendation was approved and Senate Bill No. 1 was referred
to the Finance Committee.
Senate Bill No. 5—By Senator Malkus:
A Bill entitled: "An Act to add a new Section 42 to Article 40 of
the Annotated Code of Maryland (1957 Edition), title 'General Assembly',
to follow immediately after Section 41 thereof, and to be under the new
sub-title 'Apportionment', revising the provisions concerning the mem-
bership of the House of Delegates and the representation of the several
political sub-divisions therein, making provision for the nomination and
election of certain candidates for office in the House of Delegates and
relating generally to the membership and election of the members of
the House of Delegates of Maryland. "
Mr. Pine, for the Rules Committee recommended Senate Bill No. 5
be re-referred to the Judicial Proceedings Committee.
Said recommendation was approved and Senate Bill 5 was referred
to the Judicial Proceedings Committee.
Senate Bill No. 6—By Senator Malkus:
A Bill entitled: "An Act to propose an amendment to Section 5 of
Article III of the Constitution of Maryland, title 'Legislative Department',
revising the provisions concerning the membership of the House of Dele-
gates and the representation of the several political sub-divisions therein,
and submitting this amendment to the qualified voters of the State for
adoption or rejection. "
Mr. Pine, for the Rules Committee, recommended Senate Bill No. 6
be re-referred to the Judicial Proceedings Committee.
Said recommendation was approved and Senate Bill No. 6 was
referred to the Judicial Proceedings Committee.
Senate Bill No. 7—By Senator Malkus:
A Bill entitled: "An Act to propose an amendment to Section 5 of
Article III of the Constitution of Maryland, title 'Legislative Department',
revising the provisions concerning the membership of the House of Dele-
gates and the representation of the several political sub-divisions therein,
providing for a system of delegate districts and sub-districts in the several
counties and legislative districts, and submitting this amendment to
the qualified voters of the State for adoption or rejection.
Mr. Pine, for the Rules Committee recommended Senate Bill No. 7
be re-referred to the Judicial Proceedings Committee.
Said recommendation was approved and Senate Bill No. 7 was
referred to the Judicial Proceedings Committee.
