Dear Mr. President:

I have today vetoed Senate Bill No. 99, and in accordance with the
provisions of Article 2, Section 17, of the Maryland Constitution I
am returning this bill along with my veto message.

This particular bill was designed to provide a minimum mileage
payment for State employees reimbursed for their travel by State
funds.

Heretofore, the subject matter which this bill would affect was con-
sidered an administrative matter to be determined by the Board of
Public Works. I am of the opinion that that is where the responsibility
should continue to lie. I have discussed this subject with the members
of the Board of Public Works, and it is our intention to take appro-
priate action to accomplish the intent of this bill by administrative
order of the Board. Accordingly, I am vetoing Senate Bill No. 99.

Senate Bill No. 99 — Mileage Payments for State Employees

AN ACT to add new Section 78 to Article 100 of the Annotated
Code of Maryland (1957 Edition), title "Work, Labor and Em-
ployment", sub-title "State Employees", to follow immediately
after Section 77 thereof, providing a minimum mileage payment
for State employees reimbursed for their travel by State funds.
