INTRODUCTION OF RESOLUTION
House Resolution No. 13—By Mr. Boone:
House Resolution bidding "Bon Voyage" to the Honorable Perry O.
Wilkinson.
As the House of Delegates of Maryland completes what may be its
final meeting prior to the convening of the General Assembly of
1963, the members of the House wish to express once again their deep
appreciation for the services of their Speaker.
The Speaker for the past four years has been the Honorable Perry
O. Wilkinson of Prince George's County. He has been indefatigable
in his attention to the details of his position, friendly and courteous
to all, and ever mindful of the best interests of the members of the
House.
At the conclusion of this second special session of 1962, the mem-
bers of the House join once more in expressing their affection and
respect for Perry Wilkinson; now, therefore, be it
Resolved by the House of Delegates of Maryland, That every good
wish be expressed by the House to the Honorable Perry O. Wilkin-
son, Speaker for the past four years; and be it further
Resolved, That the House send its heartfelt thanks to Perry Wil-
kinson for a job well done as its Speaker; and be it further
Resolved, That the Chief Clerk of the House be instructed to send
a copy of this Resolution to Speaker Perry O. Wilkinson.

REPORT OF CONFERENCE COMMITTEE ON HOUSE BILL NO. 1
To the Members of the General Assembly:
Your Conference Committee herewith submits its report on House
Bill No. 1. This bill was amended in the Senate and the House of Dele-
gates refused to concur in the Senate amendments. The Senate then
refused to recede and your Conference Committee was appointed.
The members of the Committee have given close consideration to
the problems raised by House Bill No. 1. The report of the Committee is as
follows:
Amendment No. 1—All amendments proposed by the Senate of
Maryland to the third reading file copy of the bill be withdrawn.
Amendment No. 2—In lines 8 to 14, inclusive, of the title of the third
reading file bill, strike out the following: "making an emergency appro-
priation to the Board of Public Works from the General Fund Surplus
of the State Treasury for the fiscal year ending June 30, 1963, to be used
in whole or in part by the Board of Public Works to pay a portion of
the cost of special primary elections for this purpose, ".
Amendment No. 3—In lines 16 to 19, inclusive, of the title of the
third reading file copy of the bill, strike out the following: "and to an
emergency appropriation from the State Treasury for the payment of
a portion of the cost of special elections under this act. "
