weighted values (and not the simple arithmetic values) then shall
be used in computing the "highest fractional share" of a unit of
population in awarding additional Delegates as remainders.

If after all these computations the total number of all Delegates
so apportioned is fewer than one hundred and twenty-three (123)
Delegates, additional Delegates shall be awarded in descending order
of population to those counties or legislative districts having a
population less than one unit of population, until the total of one
hundred and twenty-three (123) Delegates is apportioned. "

Amendment No. 4—In line 5 of sub-section (d) on page 2 of the
printed bill, immediately after the numerals 1966, insert the following:
"and the year 1970".
