Delegate Estel C. Kelley of Allegany County has been absent from
his seat in the Chamber of this Special Session because he has been
hospitalized in Allegany County with a serious illness.

Estel Kelley is completing three terms' service in the House. First,
being elected in 1950 and re-elected in 1954. In 1957 and in 1958, he
served on the Allegany County Liquor Control Board. In 1958 he was
again elected to the House of Delegates.

Estel Kelley is a good friend of all. His presence in the State House
has been greatly missed.

We take this opportunity to send him our best wishes and our hope
that he will soon be feeling better; now, therefore, be it

Resolved by the House of Delegates of Maryland, That we express
our best wishes for a speedy recovery from his illness to Delegate
Estel C. Kelley; and be it further

Resolved, That a copy of this Resolution is sent to Delegate Estel
C. Kelley and the members of his family.

House Resolution No. 4—By Mr. Acker:

House Resolution congratulating Lieutenant-Commander Malcolm
Scott Carpenter on his orbital flight around the world.

On Thursday, May 24, 1962, the United States successfully launched
its second astronaut into orbital flight around the world.

Lieutenant-Commander Malcolm Scott Carpenter was selected to
make the second of a planned three orbits around the earth with
return to the impact area in the South Atlantic.

The entire world has acknowledged the leadership of the United
States in space with its second orbit of an astronaut around the earth,
and our exploits have even earned us the admiration of the Com-
munist world.

Lieutenant-Commander Carpenter is to be applauded for his suc-
cessful handling of the difficult assignments in the operation of his
capsule Aurora 7 during the orbital flight, and we join with the
entire world in congratulating him; now, therefore, be it

Resolved by the House of Delegates of Maryland, That we congrat-
ulate Lieutenant-Commander Malcolm Scott Carpenter on his success-
ful orbital flight around the earth on May 24, 1962; and

Be it further resolved, That a copy of this Resolution be sent to
Lieutenant-Commander Malcolm Scott Carpenter.

House Resolution expressing best wishes to Mrs. Frances Holub for
