House Bill No. 10—By Messrs. Clark and Murray:
A Bill entitled: "An Act to propose amendments to Sections 4, 5, 6
and 9 of Article III of the Constitution of Maryland, title 'Legislative De-
partment', relating to a change in the boundaries of legislative districts in
Baltimore City, revising the provisions concerning the membership of the
House of Delegates and the representatives of the political subdivisions
therein and providing for the creation of sub-districts in any county or
legislative district of Baltimore having three or more delegates in the
House of Delegates. "

House Bill No. 11—By the Caroline County Delegation:
A Bill entitled: "An Act to add new Sections 19 (d-1) and 20 (e-1)
to Article 28 of the Annotated Code of Maryland (1957 Edition and 1961
Supplement), title 'Alcoholic Beverages', sub-title 'Beer, Wine and Liquor
Licenses', to follow respectively after Sections 19 (d) and 20 (e) thereof,
and to repeal and re-enact, with amendments, Sections 19 (n) and 20 (n)
of said article and sub-title; providing in Caroline County for the issuance
of certain alcoholic beverage licenses in the categories known generally as
Class B (on sale)—hotels and restaurants and Class C (on sale) for
clubs and relating generally to the licenses for and the sale of alcoholic
beverages in such establishments in Caroline County. "

House Bill No. 12—By Messrs. Matthews and Hickman:
A Bill entitled: "An Act to add new Section 21 to Article 12 of the
Annotated Code of Maryland (1957 Edition), title 'Bastardy and Forni-
cation, ' to follow immediately after Section 20 thereof, providing for the
jurisdiction of trial magistrates in bastardy proceedings in Charles,
Dorchester and Worcester Counties. "

INTRODUCTION OF RESOLUTION
House Resolution No. 2—By Mr. McNeal:
House Resolution expressing deepest regrets over the untimely pass-
ing of Joseph V. Dyer of Annapolis.
The members of the House of Delegates of Maryland have been
saddened and shocked by the untimely death of Joseph V. Dyer of
the City of Annapolis.
"Joe" Dyer was a longtime officer of the Chesapeake and Potomac
Telephone Company. He handled legislative matters for that Com-
pany, and several generations of legislators respected, admired and
loved him.
Friendly and gracious in his demeanor, he endeared himself to
literally thousands of friends and associates. In his passing, the
entire State of Maryland has lost an active and foremost
member of the business community, a valuable citizen, and above
all, a friend to be respected and loved; now, therefore be it
Resolved by the House of Delegates of Maryland, That the sincere
sympathies of this body be expressed over the untimely passing
of Joseph V. Dyer of the City of Annapolis; and be it further
