Amendment No. 5—In line 6 of Section 14 on page 3 of the printed
bill, strike out the word "three" and insert in lieu thereof the word "five".

Amendment No. 6—In line 50 of Section 14 on page 3 of the printed
bill, strike out the word "shall" and insert in lieu thereof the following:
"by majority vote may".

Amendment No. 7—Following line 27 of Section 15 on page 4 of
the printed bill, insert the following new section: "16. Nothing in this
sub-title shall apply to or within the limits of Anne Arundel, Calvert,
Caroline, Carroll, Cecil, Dorchester, Harford, Howard, Kent, Queen
Anne's, St. Mary's, Somerset, Talbot, Wicomico, and Worcester Counties",
