1962] OF THE SENATE 167

My primary purpose in calling the special session of course was to
ask you to consider legislation to guarantee the equality of public ac-
commodations within the State. In your judgment, as the legislative
representatives of the people, you saw fit to reject this legislation.

When the decision was made to convene you in extraordinary session,
the storm which has devastated our seashore and our tidewater area
had not yet struck. And so, when you met here this morning we were
confronted with an unforeseen emergency.

In accepting my proposal for a $1, 000, 000 disaster appropriation,
you acted with dispatch to relieve this emergency.

All of us, I know, share a feeling of deep sympathy for the people
who have lost so much in this catastrophe. What we have done here
in this extra session, we all hope, will provide the spark for continued
action to assist these people in the rebuilding of their homes and the
rehabilitation of their properties.

In the local legislation you approved, Baltimore City and the counties
affected by such legislation will be aided in their efforts to provide better
governmental services for the people.

Let me commend you especially for the orderly manner in which
you conducted this special session.
