Senator Pine asked that the rules be suspended in order to report
the following bill and two-thirds of the Senators-elect, voting in the af-
firmative, the rules were suspended by yeas and nays as follows:

NEGATIVE—NONE

Senator Pine, for the Finance Committee, reported favorably, with
amendments,

House Bill No. 32—By Messrs. Garbelman and McGuirk:

Subject: "ALCOHOLIC BEVERAGES", sub-title "RIGHTS AND
DUTIES OF LICENSEES" RELATING TO TRANSFERS OF ALCO-
HOLIC BEVERAGE LICENSES IN PRINCE GEORGE'S COUNTY.

Amendments to House Bill No. 32
By the Committee:

Amendment No. 1— In line 1 of the title and in line 2 of Section 1 on
page 1 of the third reading file bill, strike out in each instance the follow-
ing: "Section 74 (b)" and insert in lieu thereof in each instance the
following: "Sections 74 (a) and (b)"; and in line 4 of the Section 1
strike out the words "it is" and insert in lieu thereof the words "they
are".

Which amendment was read and adopted.

Amendment No. 2—Strike out all of lines 4 and 5 of the title of the
third reading file bill and insert in lieu thereof the following: "Licensees, "
to permit transfers of alcoholic beverage licenses and assignments of
licenses to be made in the same application and relating to transfers of
alcoholic beverage licenses in Prince George's County. "

Which amendment was read and adopted.

Amendment No. 3—In line 1 of Section 74 on page 1 of the third
reading file bill, strike out the following: "74 (b)" and insert in lieu
thereof the following:

"74 ^ (a) Any holder of a license under the provisions of this article
including a receiver or trustee for the benefit of creditors, may be
permitted to transfer his place of business to some other location and/or
sell or assign said license and his stock in trade to another person, pro-
vided that application for such transfer and/or sale shall be made, and
that a bulk sales permit is obtained where the stock of alcoholic bever-
ages is to be sold, and the new location and/or assignee shall be ap-
proved as in the case of an original application for such license. Such
transfer and/or assignment when made shall be endorsed upon the
license by the official issuing the same, upon the payment of a fee of
one dollar ($1. 00) in addition to the costs of publication and notice,
which shall be paid at the time of the filing of the application for the
