CHAPTER 8
(Senate Bill 13)

AN ACT making an emergency appropriation from the General
Fund Surplus of the State Treasury for the fiscal year ending
June 30, 1962, in the amount of One Million Dollars ($1, 000, 000. 00)
to be used in the discretion of the Board of Public Works for re-
lief required because of or for the repair of damage resulting from
natural disaster; and relating generally to this appropriation and
to the conditions of its expenditure.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That there is appropriated to the Board of Public Works, as an
emergency appropriation from the General Fund Surplus of
the State Treasury for the fiscal year ending June 30, 1962, the
sum of One Million Dollars ($1, 000, 000. 00). This appropriation may
be used in the discretion of the Board of Public Works for relief
required because of or for the repair of damage resulting from
natural disaster. If any portion of this appropriation is not ex-
pended on June 30, 1962, it shall remain available for expenditure
after that date and shall not revert to the State Treasury.

SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a yea
and nay vote supported by three-fifths of the members elected to
each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 9

(House Bill 4)

AN ACT to add new Section 10A-1 to the Frederick County Code,
1959, (being Article 11 of the Code of Public Local Laws of
Maryland), title "Frederick County", to follow immediately after
Section 10-1 thereof and to be under the new sub-title "Chapter
10A. Pensions and Retirement", to authorize the County Com-
missioners of Frederick County to investigate and to establish and
maintain a general county retirement or pension system for
county employees.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 10A-1 be and it is hereby added to the Frederick
County Code, 1959, (being Article 11 of the Code of Public Local
