Senate Bill No. 10—By Senator Malkus:

A Bill entitled "An Act to add a new Section 211 (i) to Article 89B
of the Annotated Code of Maryland (1957 Edition), title 'State Roads7,
sub-title 'Refunding Bonds for Issues under Sections 106 to 118 of this
Article', sub-heading 'State Highway Construction Bonds, Second Issue',
to follow immediately after Section 211 (h) thereof, providing that the
State Roads Commission under the provisions of said Section 211, shall
not issue in any fiscal year on behalf of Dorchester County, bonds in
excess of the face amount of one hundred and fifty thousand dollars
($150, 000). "

Which was read the first time and referred to the Committee on Rules.

Senate Bill No. 11—By Senator See:

A Bill entitled "An Act to authorize and empower the County Com-
missioners of Allegany County to borrow an amount not to exceed Nine
Million Five Hundred Thousand Dollars ($9, 500, 000. 00) and to issue
bonds and promissory notes or other certificates of indebtedness therefor
in order to finance the design, engineering and legal services, right-of-
way acquisitions, the construction and establishment of a water trans-
mission system and all appurtenances thereto and to finance the acquisition
of any properties, rights, easements and franchises relating thereto, ex-
tending from the Savage River Dam in Garrett County, Maryland, to
the City of Cumberland, Allegany County, Maryland, with connections
to the various municipal corporations, sanitary districts, special taxing
areas, towns, plants, industries and establishments in Allegany County,
Maryland, and to authorize and empower the County Commissioners of
Allegany County, Maryland, to provide for the transfer of the water
system and appurtenances thereto authorized herein to the Allegany
County Sanitary District, Inc., and to authorize the acceptance for the
purposes of this Act of certain grants or loans and to authorize other
necessary acts. "

Senate Bill No. 12—By Senator James:

A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 2 of Chapter 321 of the Acts of 1961, amending the provisions
concerning the imposition and effectiveness of certain taxes on cigarettes,
which taxes are imposed and provided for in said Chapter 321, in order
to make particular provision for the imposition and effectiveness of
taxes on certain cigarettes in vending machines or other mechanical dis-
pensers as of the effective date of said Chapter 321. "

Senate Bill No. 13—By Senator Dorf:

A Bill entitled "An Act to add a new Section 537A to the Code of
Public Local Laws of Baltimore City (1949 Edition), being Article 4 of
the Code of Public Local Laws of Maryland, title 'Baltimore City', sub-
title 'Police Commissioner', to follow immediately after Section 537 there-
of, providing for compensation for any officer or employee of the Police
Department of Baltimore City, who spends time in appearing or in wait-
ing to appear in any court as a witness in a civil case, as part of his
