SEC. & 4. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 13
(Senate Bill 4)
AN ACT to add a new section to Article 26 of the Annotated Code
of Maryland (1957 Ed. ), Title, "Courts", subtitle, "Municipal Court
of Baltimore City", to follow immediately after Section 112 there-
of and to be known as Section 113, providing for and relating
generally to four Associate Judgeships of the Municipal Court of
Baltimore City in addition to those provided for by Article IV,
Section 41 G, of the Constitution of Maryland, and providing that
this Act take effect July 15, 1961, contingent upon the taking effect
of Senate Bill 5 of this Special Session and terminating upon the
taking effect of Chapter 616 of the Acts of the Regular Session of
1961 or upon the rejection of said Chapter 616 at a referendum
election under Article XVI of the Constitution of this State.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 26 of the
Annotated Code of Maryland (1957 Ed. ), Title, "Courts", sub-title,
"Municipal Court of Baltimore City", to be known as Section 113, to
follow immediately after Section 112, and to read as follows:
113. The Municipal Court of Baltimore City shall consist of a Chief
Judge and ten Associate Judges as provided for by Article IV, Section
41C, of the Constitution of this State and four additional Associate
Judges.
SEC. 2. The four additional offices of Associate Judge of the
Municipal Court of Baltimore City hereby created shall be for the
full term provided by Section 41C of Article IV of the Constitution of
this State, subject to the condition subsequent that if Chapter 616
of the Acts of the Regular Session of 1961 is rejected at a referendum
election under Article XVI of the Constitution said offices hereby
created shall terminate. Election shall be held at the general elec-
tion in November, 1962 for the four offices hereby created but in
the event said Chapter 616 is rejected at a referendum election only
those four candidates receiving the highest number of votes from
among all the candidates for office of Associate Judge of the
Municipal Court shall be elected to ten year terms in those four
offices of Associate Judge which were created by Section 41C of
